The SEMLEC Crisis Negotiation Team (CNT) is a specialized regional resource trained to peacefully resolve high-risk incidents through communication and de-escalation. When activated by a member agency, the CNT deploys to support local command and protect the safety of all involved.
Key Functions
- Respond to hostage, barricade, suicidal subject, workplace violence, and other crisis situations.
- Provide skilled negotiators using evidence-based strategies, rapport-building, and real-time intelligence gathering.
- Work closely with SEMLEC SWAT, local police, fire/rescue, and mental-health partners for coordinated incident management.
- Assist with post-incident services, debriefings, and family or victim support.
Training & Readiness
Negotiators are selected from participating departments and complete rigorous, ongoing training in crisis behavior, communication techniques, and tactical response. Regular exercises ensure rapid, professional deployment.
Activation
When a chief activates SEMLEC, the CNT becomes an extension of the requesting agency, focusing on dialogue that reduces risk and moves toward a safe outcome. The team reflects SEMLEC’s commitment to providing specialized mutual-aid support to southeastern Massachusetts communities
